he Illinois Racing Board advanced a proposal Tuesday to allow video gambling on past horse races — even as the board’s attorney advised that the move would be illegal. As a way to replace dwindling revenue at racetracks, the board voted 7-0 to form a committee to prepare rules to allow what’s known as historical horse racing, or HHR.
