This lack of uniformity in the rules has impaired interstate commerce and undermined the public confidence in the sport. However, two Congressman continue to work to fix that -- Reps. Andy Barr, R-Kentucky, and Paul Tonko, D- New York. Both are from states synonymous with horse racing. The two serve as co-chairs of the bipartisan Congressional Horse Caucus and have introduced a version of the Horseracing Integrity Act since 2015. The act, which establishes an authority to create and implement a national uniform medication program with input from the horse industry, was once again reintroduced this week.
