Illinois Board Advances Rules for Historical Racing

The Illinois Racing Board, despite vocal concerns by horsemen's groups, has advanced rules that would clear the way for historical horse racing terminals at the state's three remaining tracks.

The ITHA raised several questions about the rules, the biggest of which was whether historical races used as the basis for payouts will be restricted to races run in Illinois.
