Waukegan officials are confident they will learn this fall which operator is approved for an Illinois gaming license to operate a casino as part of an entertainment complex on city-owned land at the Fountain Square Shopping Center, but details about the development remain unknown. While one of the applicants was rumored to be considering a “racino” — merging horse racing with casino gambling — the combination appears unlikely.
